Ontario Deputy Premier and Minister of Health Christine Elliott listed the public health units that will remain in Phase 1 of Stage 2 of the reopening plan, which include Toronto, Hamilton and Niagara, among others. She also announced that every Monday, the province will provide a “progress report” on those public health units remaining in Phase 1, which will be allowed to enter the next phase that Friday if public health indicators improve.
