When government leaders break physical-distancing rules, what message are they sending?

In order to slow the spread of COVID-19, government officials have been stressing the importance of social distancing in public settings. But many officials have been criticized for breaking social-distancing rules themselves. Kerry Bowman, a clinical ethicist and professor of bioethics and global health at the University of Toronto, explains how people can possibly interpret this.
