Elementary schools in Quebec, outside the Greater Montreal area, are reopening this week with safety precautions to prevent COVID-19 transmission. But as Global’s Brayden Jagger Haines reports, only 35 of the 170 students enrolled at Howick Elementary School are set to return to the classroom today.
