No explanation has been given by North Korea after its state-run news agency aired video Saturday of Kim Jong Un’s sudden reappearance in public eye. But while it was purported as a ribbon cutting event for a fertilizer factory, some international observers say the factory is believed to be part of North Korea’s secret military program.
