Speaking to reporters outside Rideau Cottage in Ottawa on Tuesday, Canadian Prime Minister Justin Trudeau urged caution as Quebec considered a reopening of it’s economy, saying that Canada is “not there yet” when it comes to that ability to lift COVID-19 restrictions.
