Chris Leather told reporters during a press conference Wednesday afternoon that issues of “communication” between various levels of the RCMP, as well as a period of “consultation” regarding specific wording contributed to the force’s delay in issuing an emergency alert before the suspect in this weekend’s shooting rampage was shot and killed.
