COVID-19 will leave at least $1.5B hole in Toronto’s budget

The best-case scenario for Toronto’s financial burden after three months of lockdown will be about $1.5 billion. Mayor John Tory says the City is looking for ways to make up for the loss, but it will need help from the federal and provincial governments to get back on its feet. Matthew Bingley reports.
