British Prime Minister Boris Johnson remains in stable condition in an intensive care unit and has not been put on a ventilator. Britain’s foreign secretary, Dominic Raab, who has been designated to take over with Johnson sidelined. Raab took tough questions Tuesday as to the decision-making process now that Johnson is in hospital.
