On Monday, Manitoba Premier Brian Pallister said that as the COVID-19 pandemic has resulted in the shutdown of the Canadian economy. Manitoba, as well as other provinces, will be taking on new debt, which Pallister referred to as “Manitoba’s pandemic second mortgage.”
