Coronavirus outbreak: Toronto mayor declares state of emergency due to COVID-19

Mayor John Tory declared a state of emergency for the City of Toronto on Monday in the wake of the coronavirus pandemic. The mayor made the announcement via video conference as he remains in self-isolation on the advice of medical experts after his recent travel outside of Canada.
