Members of the European Union came to an agreement on a 2050 climate neutrality target at the end of the U.N. climate summit on Sunday, but it came without Poland signing on after discussions the Polish prime minister called “very difficult.” German Chancellor Angela Merkel said the country would need another six months to fully sign up.
