The toll of policing tent communities in Peterborough’s downtown parks

The summer of 2019 saw dozens of homeless people, and their supporters, create makeshift tent communities in downtown Peterborough.

Victoria Park and several other properties became what were termed as “tent city” after a church housing a local shelter was closed for renovations.

Peterborough Police Service Deputy Police Chief Tim Farquharson spoke candidly about the costs of policing the situation over the summer and fall as well as the challenges of a policing a concentrated community involving some of the most vulnerable members of the community.
