Turkey’s foreign minister, Mevlut Cavusoglu, said Thursday that it had agreed to pause its offensive with Syria to allow for the PKK and YPG forces to withdraw from the safe zone, but said it was not a ceasefire as those can “be done only between two legitimate sides,” calling the mainly Kurdish forces “terrorist groups.”
