It was supposed to be a summit at the library on homelessness and the city’s plans going forward.
But, things got heated when the microphone was handed over to the public for a question and answer period.
People who are staying at tent city at Victoria Park quickly shifted the narrative to the new parks bylaw that prohibits camping in parks without a permit.
