Provincial governments grapple with how to deal with aftermath of flooding

As thousands of people in Eastern Canada grapple with devastating floods, governments are trying to figure how to deal with the aftermath. Part of that includes changing public policy – encouraging people to move away from flood zones and looking at how people are compensated in disasters. Callum Smith has more.
