Eastern Virginia Medical School President Richard Homan apologized on Tuesday for a racist photo printed in a 1984 yearbook that is at the center of a scandal involving embattled Virginia Governor Ralph Northam, whose yearbook page included a photo of a man in blackface next to a person dressed in Ku Klux Klan garb.
