Goodale slams Harper government over ‘unconstitutional’ victim surcharge after Supreme Court ruling

Ralph Goodale slammed the previous Harper government over the law that required people convicted of crimes to pay surcharges that helps victims, saying they knew it was unconstitutional and feel vindicated by the Supreme Court’s decision Friday.
