Canada’s about to turn over a new leaf, and legalize marijuana. Critics are concerned the new rules might create a whole new set of problems. It was the same story in Washington-state in 2012, after cannabis became legal there. But as Paul Johnson reports, time has passed, and pot has blossomed with few complaints.
