Canada only took action to protect whales after 12 found dead: environment commissioner

On Tuesday, Environment Commissioner Julie Gelfand said the Canadian government had only taken action to protect endangered right whales after 12 were found dead in the Gulf St. Lawrence, despite a variety of tools at their disposal.
