Toronto Mayor John Tory got into a heated exchange with Councillor Mike Layton on Friday after Layton suggested someone knew about the Ford government’s plan to cut the number of city councillors in half before the announcement was made. Tory said he had been honest when answering questions and accused Layton of implying he knew the cuts were coming.
