For the first time, there’s data showing Canadian refineries emitted far more certain key pollutants compared to the U.S. average. The government has known about this for more than 15 years and has convened two working groups to fix it, but as Carolyn Jarvis reports, the gap persists and in some cases, has gotten worse.
