Free range parenting: When are kids old enough to be unsupervised?

If a child is playing outside, riding a bike or walking to school alone, are they being neglected? A new law in Utah says no, and the decision is challenging assumptions about when kids are old enough to be unsupervised. Laurel Gregory reports.
