For the first time since the Phoenix payroll debacle began, IBM is speaking about the software at the centre of the project that it was hired to install. As David Akin reports, IBM says it advised bureaucrats working for the Harper and Trudeau governments to delay the Phoenix project, but the advice went unheeded.
