Alberta and BC have different views on the expansion of a pipeline to the pacific coast. The oil that would flow through the line has been diluted – which makes it potentially more difficult to clean up. The federal government has already approved the project. But as Paul Johnson reports, BC insists it needs more time to study the impact of a potential spill.
