Anti-poverty advocates say conditions at temporary shelters are below standards

A poverty advocacy group released a report that said winter warming shelters for the homeless in Toronto fail to meet the most basic standards set by the city. The report was released on the eve of a city council vote on shelter system overhaul. Mark Carcasole reports.
