Richard Kachkar has been released from a Whitby, Ont. mental hospital after he was deemed not criminal responsible in the death of a Toronto Police officer. Kachkar had stolen a snowplow in January 2011 and drove over Sgt. Ryan Russell with it. Catherine McDonald has more.
