Victoria Mayor wants to allow sleeping in cars

Historically it’s been seen as a sure sign of being down and out. But Victoria’s mayor says working people are having to sleep in their cars due to rock-bottom vacancy rates. And as Neetu Garcha reports, she wants to stop penalizing themselves for doing it.
