Prime Minister Justin Trudeau has managed to cement a plan to reduce Canada’s carbon emissions. Saskatchewan and Manitoba didn’t sign the deal, but they and every province will still be subjected to a national price on carbon beginning in two years. Vassy Kapelos reports.
