High risk offender arrest has officials questioning tougher penalties

Wed, Nov 9: A high risk offender has been accused of sexually assaulting a 15-year-old girl in what police call a random attack in her own home. These allegations have some officials questioning if tougher penalties should have been implemented when he was released in 2005 with the high risk offender status. Sarah Komadina reports.
