The City of Edmonton is under fire for a program that was supposed to save the public millions of dollars every year. According to an auditor’s report, the savings from the Winter Sand Recycling and Mixing Program can’t be found. As Julia Wong reports, the only reason it was even investigated was because a city employee blew the whistle.
