Water quality concerns lead to questions about West Kelowna

It’s less than a month before West Kelowna residents vote in a referendum about a new city hall, but many residents are wondering if the money would be better spent elsewhere.
As parts of the city come in and out of water advisories, some taxpayers are worried attention is being taken away from a more pressing concern…brown water.
