Should pet rescue organizations be certified?

We all love our pets, but there are some people in the world who mistreat and abuse animals. That’s one of the biggest reasons behind animal rescue groups. You can probably name several of them right off the top of your head right now, but a decade ago that likely wasn’t the case. Now, a provincial body wants to certify these organizations so you can know exactly who is following the rules.
