As the second-longest federal government shutdown in U.S. history approaches its fourth week, the future of the Supplemental Nutrition Assistance Program (SNAP) is in peril, households across America are offering canned goods instead of candy and chocolate to trick-or-treaters. 42 million people in the U.S. are served by SNAP, whose funding is set to run out on Saturday.
