BC Ferries decision faces more choppy water in the wake of a leaked report

There is more controversy in the wake of the BC Ferries decision to hire a Chinese shipyard to build new vessels. The BC Ferry and Marine Workers’ Union says a leaked report shows Seaspan could have built the new ships here in Canada. Richard Zussman has more.
