Ukraine accused Russia of firing an intercontinental ballistic missile (ICBM) at Dnipro on Thursday — a weapon designed for long-distance nuclear strikes that has never before been used in war. “If it is confirmed that precisely an intercontinental ballistic missile was used, then we believe that it can be said that Putin’s Russia has degraded to the status of North Korea,” Ukrainian foreign ministry spokesperson Heorhii Tykhyi said.
