Canada’s Deputy Prime Minister Chrystia Freeland said Tuesday the federal government continues to negotiate with opposition parties in a bid to avoid an election. But while the government fights for its survival, Freeland has ruled out proroguing Parliament. Mackenzie Gray reports.
