NATO Secretary-General Mark Rutte said in Brussels on Tuesday that the military alliance “must and will do more” to help Ukraine, and that Ukraine could be “facing its toughest winter” since Russia’s invasion began. Meanwhile, United Nations (UN) High Commissioner for Human Rights Volker Turk said that July 2024 was the deadliest month for civilians in Ukraine since October 2022, mostly due to Russia’s large-scale coordinated attack on July 8.
