Thousands of spectators lined a downtown Montreal street on Saturday to witness the return of the Caribbean carnival parade, one year after it was cancelled. New organizers hope the festival and the parade will eventually become the city’s biggest ever and demonstrate the value and possibilities of collaboration. Phil Carpenter has more.
