By the end of the year, Surrey will have one police force, and it will be the Surrey Police Service. The B.C. Supreme Court is backing the province in a decision handed down Thursday, effectively ending Mayor Brenda Locke’s attempts to stop the transition and keep the RCMP. Richard Zussman reports.
