Does primary care focus take away from other parts of B.C. health care system?

The health minister says the province is accelerating its program to match British Columbians with a family doctor. Adrian Dix says there’s now capacity in the system for 170,000 new patients. But as Richard Zussman reports, that still leaves 300,000 people waiting on the registry.
