The chief of the new Surrey Police Service says his force is moving ahead with its recruitment force — despite the fact Mayor Brenda Locke is still defiant and promising to fight the transition in court. As Andrea Macpherson reports, Locke rejected an offer from the province of an additional $100 million to fund the change-over.
