B.C’s Human Rights Commissioner says the Vancouver Police Board needs to have a change of heart to salvage a landmark agreement with a First Nation. It stems from the case of a Heiltsuk man handcuffed with his granddaughter at a Bank of Montreal. As Catherine Urquhart reports, the commissioner says a big step would be agreeing to a new apology ceremony.
