Halton Regional Police Const. Ryan Anderson says two prospective adoptive parents from Burlington, Ont., have been charged with first-degree murder, more than a year after the death of a 12-year-old. Investigators say the charges date back to a December 2022 emergency call to a residence involving a child without vital signs.
