The people of Fort Saskatchewan were set to hold a vigil for Kassandra Gartner, a 45-year-old mother and wife, who was struck and killed by a U-Haul van fleeing Beaumont RCMP into Edmonton. As Kabi Moulitharan explains, the memorial came on the same day police announced a slew of charges had been laid against Peter Richard Ashby: a man they called a prolific offender wanted across Alberta and Saskatchewan.
