Unseasonable warmth leading to issues with northern ice road network

An unseasonably warm winter is causing major issues for an ice road system many remote communities rely on for food, fuel and supplies. The roads are also vital for accessing health services, but many aren’t open yet — prompting First Nations leaders to declare a state of emergency in parts of Manitoba and Ontario.
