Toronto Mayor Olivia Chow announced on Thursday the city’s budget would include a property tax rate increase of 8 per cent, to go along with the 1.5 per cent City Building Levy to cover the long-term capital costs, a hike lower than initially proposed. “We heard about people’s priorities and that affordability is top of mind. I heard you,” she said.
