TTC mistake leads to further delays with Scarborough busway opening

The TTC Board had tough questions for the transit agencies’ staff after learning in a report that an incorrect assumption over the necessity of an environmental assessment will cause further delays to the Scarborough busway. The plans remain incomplete and even when they’re ready, a funding source for construction remains a big question. Matthew Bingley reports.
