Emergency rooms across Quebec continued to face overcrowding in the new year, with three hospitals in Montreal operating at more than double capacity. As Global’s Elizabeth Zogalis reports, the surge in patients comes just a few days after the province issued a plea to Quebecers to avoid ERs if possible.
