There are some difficult times ahead for Montreal’s English-language universities. This as the province plans to move ahead with increasing tuition for out-of-province students. McGill and Concordia universities are anticipating massive enrollment declines.And fears are mounting that their credit ratings could be downgraded making borrowing costs skyrocket.
