Mon, Nov 4: Toronto Deputy Mayor Norm Kelly told reporters Monday that Mayor Rob Ford’s apology Sunday was a “blanket apology” which he accepts. Kelly also aknowledged that questions remain regarding Ford’s ability to address the city’s police budget, considering he is under investigation by Toronto police.
